PEOPLE'S PROGRAM FOR D.C. •

What is the People’s Program for D.C.?

The People’s Program for D.C. is a platform put forward by the D.C. Liberation Center and the D.C. branch of the Party for Socialism and Liberation. The Program not only advocates for clear and tangible reforms today, but also envisions a socialist horizon for our city where the material needs and well-being of our people are guaranteed. Under the program are basic tenets which serve as a baseline framework for a worker-run society. Under each tenet are proposals for how we can achieve broader society-wide goals.

With each election cycle, D.C. residents hear repeated promises from politicians. There are promises to make the city work for its people. There are promises for more transparency, more affordable housing, more safety in our streets. In recent years, these promises are increasingly betrayed as the political power of Home Rule is constantly under attack. What we are left with in the District is one of the most unequal cities in the country, the indefinite deployment of the National Guard and federal agents on our streets, and Congress chipping away at our budget. 

The District has long been under attack due to its historic role as a Black city and a site of refuge from and resistance to slavery and segregation. The Program honors this past and incorporates it into our present. Understanding this history, the Program presents a bold vision for the future that is not only realizable through organization, but a critical need in these times.

PROGRAM TENETS

Expand Democracy for Working Class, Statehood for D.C.

  1. Call for a Constitutional Convention for D.C. Statehood

  2. Turn ANCs into a house of representatives with real power over DC laws and community affairs.

End the War on Black D.C. & Fight for Real Safety

  1. Slash MPD’s budget by 90% and fund the people’s needs

  2. Jail killer cops and prosecute other abuses by police

  3. End the federal takeover – National Guard off our streets, end cooperation between MPD and federal agents permanently

  4. Full rights for immigrants now! Make D.C. a true sanctuary city. 

  5. Reinstate cashless bail

  6. Decriminalize drug possession and sex work. 

  7. Establish 24/7 harm reduction centers 

  8. Establish a comprehensive mental health and substance use crisis response system for the assessment and dispatch of trained, non-law enforcement mobile teams to provide de-escalation, stabilization, and other necessary support for individuals in crisis.

Confront Cost-of-living Crisis for Working Families

  1. Establish a 5 year rent freeze and create social housing

  2. End homelessness through permanent supportive housing models

  3. Establish a coordinated network of comprehensive and integrated public healthcare and social service clinics in every ward with guaranteed care.

  4. Make the bosses pay, not the commuters – fare free metro buses and trains for all

  5. Universal childcare and build out public child development centers

  6. Establish a public grocery store in every ward. 

  7. Guaranteed Income

Build an Economy that Puts D.C. Workers First

  1. Rebuild our city — put D.C. to work fixing and upgrading our infrastructure for a clean, safe, and modern D.C.  

  2. Democratize development—build our city for us, not developers or the surveillance state

  3. Put PEPCO in the people’s hands 

  4. Establish a D.C. public bank and tax the rich!

  5. Guarantee the right to collective bargaining for all workers

Protect our Youth and Prioritize Childhood Development

  1. End childhood poverty in D.C., reinstate and expand the Child Tax Credit

  2. End the racist curfews and restrictions that criminalize Black youth

  3. Increase funds for education by $400 million and make UDC tuition free! 

  4. Pay our youth a fair summer wage

  5. End the jailing of youth, fund mental health resources and build third spaces

  6. Defend trans youth and ensure access to gender affirming care
